When a growing business realizes technology needs more attention, the first instinct is often to hire someone or sign a bigger support contract. But a fractional CTO, a managed service provider (MSP) and a project consultant solve very different problems. Choosing the wrong one is how businesses end up with a great help desk and no plan, or a great plan and nobody to run it.
The short answer
- An MSP keeps your technology running day to day.
- A project consultant delivers a specific outcome, such as a migration or a new system.
- A fractional CTO decides what the business should do with technology, and makes sure the MSP and consultants deliver it.
What a managed service provider does
An MSP provides ongoing operational support: help desk, monitoring, patching, backups, device management and often security tooling. MSPs are usually priced per user or per device each month, and the best ones are excellent at keeping things stable.
What an MSP is not designed to do is act as an independent strategist. MSPs recommend solutions they support, and many resell the products they recommend. That is not a criticism, it is just the business model. It does mean someone on your side should be evaluating those recommendations.
What a project consultant does
A project consultant is engaged for a defined scope: a firewall migration, a cloud move, a new phone system or a security assessment. They bring deep, specific expertise, deliver the project and hand it off. The engagement ends when the project ends.
Project consultants work best when you already know what needs to be built. If the real question is whether to build it at all, or what else should come first, you need a different role.
What a fractional CTO does
A fractional CTO is a senior technology leader who works for your business part time. The role is strategic and accountable to leadership, not to a service contract or a project scope. Typical responsibilities include:
- Owning the technology roadmap and budget.
- Evaluating proposals from MSPs and vendors.
- Setting security priorities and answering audits or insurance questionnaires accurately.
- Planning for growth, new locations, mergers and acquisitions.
- Defining IT roles and interviewing technical candidates.
- Overseeing projects and the consultants who deliver them.
Side-by-side comparison
| Fractional CTO | MSP | Project consultant | |
|---|---|---|---|
| Main question answered | What should we do, and why? | Is everything running? | How do we build this? |
| Accountable to | Your leadership team | A service-level agreement | A project scope |
| Engagement | Ongoing, part-time | Ongoing, monthly | Fixed duration |
| Typical pricing model | Monthly retainer or set hours | Per user or per device, monthly | Fixed fee or hourly per project |
| Biggest risk without it | Decisions made ad hoc, vendors unchecked | Outages, unpatched systems, slow support | Projects done poorly or not at all |
Which one do you need?
Ask these questions:
- Are day-to-day problems going unsolved? Start with an MSP or improve the one you have.
- Do you know exactly what needs to be built? Bring in a project consultant.
- Is nobody sure what the priorities are, or whether vendor advice is sound? You need a fractional CTO.
- Are you about to spend significant money on technology? Have someone independent review it first.
The best answer is often a combination
These roles work best together. A common and effective setup for a small or mid-sized business is an MSP for operations, a fractional CTO for direction and project consultants brought in for specialist work when the roadmap calls for it. The fractional CTO keeps everyone pointed in the same direction and makes sure the business gets what it pays for.
Signs it is time for a fractional CTO
- Technology spending is growing but nobody can explain the plan behind it.
- You rely on one vendor’s opinion for every decision.
- A security questionnaire or audit exposed gaps nobody owns.
- Leadership spends time on technology decisions they do not feel qualified to make.
- You are planning growth, an acquisition or a major system change.
